What is the exact difference between the numerical potential and the potential from the xsout.
I got confused.
I saw too much players with 12 and very good or 14 and good.
How does it works,
What should I pay attention the most.

There isn't an exact relationship between potential and what you see on the scouting report. There are approximate ranges, with some variation, but that's the closts we've got. Our best guess is this thread, second post.

That's not really a guess. Those are the ranges.

As far as POT goes, I believe it works like this:
- Each player has a certain POT.
- When they are drafted players are assigned skill limits based on their POT and a random factor.
- Some of these guys will have more or less skill based on the random factor.
- Additionally, given skills can be misscouted by as much as 20%, some guys will look worse/better then the actually are.

It is possible that the 12 POT "Very good" is worse than a 13 POT "good" because of the random factor. It is also possible that the 12 POT "Very good" is actually better then the 13 POT due to scouting.

POT however defines a specific SI total range (although occasionally players break their POT range by a point or two).

05 POT: 40 - 47
06 POT: 48 - 55
07 POT: 56 - 63
08 POT: 64 - 71
09 POT: 72 - 79
10 POT: 80 - 87
11 POT: 88 - 95
11 POT: 96 - 103
13 POT: 104 - 111
14 POT: 112 - 119
15 POT: 120 - 127
16 POT: 128 - 135
17 POT: 135 - 143
18 POT: 144 - 151

Shortish answer. "Very good" is generally better than "good", but not always. You should pay attention to the overall potential, as well as the rest of the scouting report as that gives you specific information about certain skill ranges (using the link Quanin provided).

Mercado is the only active player in the game with 17 POT.

Most veteran teams will end up fielding mostly POT 13s, several POT 14s, a couple well built POT 12s, and the occasional POT 15 or higher. POT 14s are pretty uncommon. Anything above POT 14 is pretty rare, that is why you see people posting excitedly when they draft a POT 15. I've yet to draft anything higher than a POT 14 myself.
