Just because someone is allowed to be pinch hit for doesn't mean they for-sure will be every time. I think the sim assesses the situation, determines if pinching-hitting is a good idea here, seeing if the batter is allowed to be taken out, finding if there's a suitable pinch hitter to put and and runs from there.
