Like all questions, the answer is ‘it depends’. Players need both training and experience to maximize their skills. Training occurs mostly in the minor leagues. Experience is mostly in the major leagues. Both lead to skill “pops” on the training page. Depending upon where a player is in terms of development, determines where he will develop quickest. In you go to the Roster – Reassign page, you will get hints as to which level the player should be at.

Now these recommendations aren’t necessarily perfect. You might have a AAA player that would do just fine in the major leagues, but it’s unlikely that a A player will be ready for the majors.

i want to add: if he plays regularly yes. if he only sits on the bench then AAA would be the better choice so: no.
