Is it possible for potential to go up? I'm pretty sure this guy was 11 potential last week, now he's 12 potential.

Yes it is possible. It is pretty rare though, I've only had it happen once in the 6 seasons I've been here.

That probably represents the scouts getting a slightly more accurate evolution of the player. I would expect that he is going to max out on the low side of 12 POT.

You can have POT 13s with good potential and POT 12s with very good potential. In my experience a POT 12 with very good potential is usually better then a POT 13 with good potential, but really you need to evaluate the player's skill distribution and decide for yourself. I've seen "very good" guys who are heavy on defense that I would never want in my lineup.

EDIT: That "very good" vs. "good" has to do with the game's valuation of the player based on their skill distribution, so its a good, but not perfect estimate of value which is much better then POT. POT is simply the sum of all SI; you can get really bad players with 14 POT.
