I've never really cleaned house of all my overpriced older players that are on the decline.

Is the offseason the best time to clean house? Or is there a specific timeframe in the game where their salaries are carried onto next season?

Doesn't matter.
The sooner the better
As long as you have enough players to fill a lineup ( with subs!)

Keep in mind also that the more vacancies on your roster, the more free agent you will be able to be awarded on your claims.
And the beginning of a new season is the richest pool of good FAs

Being that you're in division 6 you may as well get rid of them right away. Find some young talent if possible give them some playing time. They will play at league minimum of 0.50 so their salary will not affect your income too much.
