is there a best way to train minor players and how long should it take for someone around si60 to get to si 100

There isn’t a definite time period. I would think to go from 60ish to 100ish might take a couple of seasons in the minor leagues and then some major league experience, but it might vary by player. To optimize the training, you should follow the hints in the scouting report and the recommendations in the Roster - Reassign Players page.

As soon as you acquire a players, he'll be placed in the minors and training begins immediately. You will see a summary of training increases (click on Training) every week after the update.

No...just a maximum roster size which limits the total number of players on a team.

Why do some 30 year old players train?

In general, 30 year olds should be fully trained and depending on Playing Time, pretty near their experience maximum. However, it is possible that a 30 year old free agent hasn't received the training and experience that a normal player might and still might have some untapped potential. It is rare though.
