When do waiver players become free agents or how can you claim them?

Waiver players become FA's anytime and you claim the FA by pressing the "Sign" button.

They get released to free agency in 5 minute intervals (on the 5's and 0's) and they can remain on waivers for up to a week. So if you see a guy who was released by his team 5 or 6 days ago but is still on waivers, he will probably become a free agent soon.

Yes, this is an excellent answer. Released players are put on waivers for a random period up to a week. After that, they become free agents and can be signed on a "first come, first serve" basis.
