Is there a way to decipher a players true potential...tea leaves to read, so to speak? If so, what kind of clues do i look for?

It's uncertain because some skill don't show up, and it's a lot to do for a whole draft board, though.

You need to look at the scouting report, ratings, and stats. If people feel compelled to actually evaluate players, they will probably do a lot better in the game.
