I have a 31 year old shortstop that needs to be at 2nd base. If I just start playing him at second, approximately how long tell he acquires profeciency? Or would I be better served by sending him down to the minors instead? Thank you.

You can go ro the player's page, choose Development graph in the scroll down menu.
There, you can see his ability at every fielding position.
Click on the line to see the actual number.

At 31, there's not much point to reach him a new position. But it may be done. (I did it, to a small letter extent)

Minor league training is much slower, personally o don't recommend it if not absolutely necessary

Just as a general conservative rule I use,
200 games to get 2b
200 additional games to get 2B...

Depends where he starts of course- some are much quicker ..I have seen one go much longer.
I don't think minors would help as he is too old.
If his fielding is high (say 17 or more) the process won't be too bad ..if it is low (ie under 13 so)..could be painful.
