If i have two players to choose from, and they both have the same crummy descriptions, but one has "He has above average potential" at the end, and the other nothing...i should take the above average rating. Correct? I mean i realize the one with nothing at the end could be better, but in terms of hierarchy, that's what one should do? Thank you.

This is the bullet list I go by personally, backed up by my own research:
  • Never get out of the minor leagues: 7–8 POT (rare scouting comment)
  • No comment: 7–11 POT (with 7 being exceedingly rare)
  • Above average: 9–13 POT (with 13 being exceedingly rare)
  • Good: 10–15 POT (with 15 being exceedingly rare)
  • Very good: 12–17 POT (with 17 being exceedingly rare)

Edit: The comment in parentheses about being exceedingly rare means that the combination is rare, e.g., a player with "above average" that also reveals a 13 POT. (Not that a 13 POT is rare in and of itself. However, as most of us know, the 15 POT aren't exactly plentiful, and 7 and 17 POT players are indeed rare in general.)
