what is the best way of evaluating how well a player can be if his scouting report says very good overall potential yet many of his skills are of a low number, 3 to 5? Just drafted an 18-year-old latin academy player for my minor league squad! Was very impressed with his scouting report but his skills seem quite low at this point to have such high expectations. Second, can someone please walk me through the process of selecting the best available managers when it comes time to making a change.

For young guys like that there isn't a minimum SI. It depends on how well they grow. Young players often grow slowly until they are 20 or 21, so you really can't even judge until then. But 42 SI is plenty for an 18 year old pitcher. He should have no problem reaching his max potential.

Pitchers can gain a lot in the majors. For batter, I would hope they have at least 20 SI in hitting skills (Hitting, BC, PD, Power) by the time they turn 21.
