It does not take into account potential for specific skills. It's fun to look at top ranked prospects in the game because some of them are absurdly good, but having a low rating does not mean a player is bad. It's more of a judgement call. | ||

Probably a bit high given his poor control, but he looks pretty nice other than that. 14 POT is really good for a pitcher, but control is pretty important.
