It only shows an arrow if they "popped" from one whole number to another whole number. They will gain experience/training towards the next whole number behind the scenes before the pop. So you can't really tell how close they are. If you have a young pitcher starting in the majors (biggest experience gains) you will often see one set of skills pop every other week, while the remaining skills pop or the opposite set of weeks.
