That essentially means he has no exceptional skills and none that are truly terrible.

While the odds may be against the player who has no scouting report, it doesn't mean they'll be useless. Here's a perfect example from last night's waiver wire. There were only three of us who were interested in his services, but he's better than many active players.

Franco probably did have a "good potential" tag when he was younger though.

Ya, that's the kicker. You are probably looking at potential of 10 or less.

It's got to be a really lean slate to give a no-scouting guy a try.

I admit I forgot at the time that the overall potential rating disappears when they're done improving. He might have had an above average potential scouting comment. His four scouting skills only total 44 so it might have said above average. I know I've seen 42 without any comments, though.

I don't think the overall scouting grade is based on the individual scouting grades. I think its based on the player ability overall. 13 POT guys are general "good" not "above average".

usually i don't draft players with no description because there are better players in the ballot, but it doesn't mean they are bad.

When i took the team i had Hess in the minors (choosen by cpu), and he's been a useful player since i called him up.

Hess has good overall potential though. I think Jayman was referring to players who don't even have a potential scouting report, which means they have ~10 POT.
